Climate change, specifically 'global warming', and the extent of the threat it poses to the environment, is one of the great political issues of our time. Effectively combating it may require coordinated international political action. The EU has hitherto played a central role in trying to secure international agreements to combat global warming by reducing carbon dioxide and related emissions. This case investigates the origins of the Kyoto protocol on climate change and subsequent efforts to ensure that the protocol is ratified and implemented, and in particular the role played by the EU in these processes. It should serve as a vehicle to identify how much scope exists for the EU to provide international political leadership on issues where the US opposes multilateral political action.
