This paper examines the deliberate learning strategies of new Chinese entrants in the mobile telephone handset industry. Within a particular industry and national context - characterized by a large domestic market, a disintegrated technological regime, established foreign firms, and supportive government policies - they have been able to acquire key resources and capabilities and exploit their own specific advantages in order to become serious competitors in the domestic market vis-à-vis global incumbents. These latecomers have tightly linked their product innovation efforts to the local market characteristics and created competitive advantages through their distribution channels. The findings relate to the broader literature on organizational learning, emphasizing the sequential, evolutionary and path-dependent nature of such learning.
